Farmland boost - shorter agreements, bigger credits

Good news for Wisconsin farmers! The Farmland Preservation Program, a vital initiative protecting agricultural land and its resources, has received a welcome update. Governor Tony Evers' signature on 2023 Wisconsin Act 42 brings changes that make the program more accessible and attractive for farmers.

Here's what's new:

Shorter Agreements: The minimum term for farmland preservation agreements has been reduced from 15 to 10 years, offering greater flexibility for farmers.

Increased Tax Credits: Get ready for bigger rewards! The tax credits for qualifying acres have climbed:

  • From $7.50 to $10 per acres in farmland preservation zoning districts.
  • From $5 to $10 for acres with agreements outside of zoning districts.
  • From $10 to $12.50 for acres with both agreements and zoning districts.

Expanded Eligibility: Land protected by agricultural conservation easements purchased under s. 93.73, Wis. Stats, can now qualify for $10 per acre in tax credits, provided it aligns with farmland preservation plans.

Enhanced Transparency: DATCP will now report on tax credits per qualifying acre and recommend future credit amounts in its biennial reports, ensuring program transparency.

"This program is a vital lifeline for Wisconsin's $104.8 billion agricultural industry," says DATCP Secretary Randy Romanski. "The changes demonstrate Governor Evers and the legislature's commitment to supporting farmers and the future of Wisconsin agriculture."

The impact is already evident. Preliminary data shows over 9,700 farmers claimed the tax credit in 2022, averaging 200 acres and $1,500 per claim. With over 7.8 million acres eligible for participation, the program's potential is vast.
