DOJ Orders Manitowoc Co. Dairy Farm to Install Runoff Controls



Wisconsin Attorney General Josh Kaul announces that his office has obtained a judgment against Kostechka Dairy, LLC and Michael and Shirley Baroun requiring installation of improved runoff controls at their farm near Whitelaw. The operation was also ordered to pay $30,000 in forfeitures, surcharges, court costs, and attorney fees for violating the state's animal runoff and water pollution control laws.

According to the complaint, the Barouns discharged polluted runoff into state waters in violation of their water discharge permit. They also failed to construct permanent runoff controls for the feed storage area, as well as runoff controls for animal housing areas.

The farm is classified as a Concentrated Animal Feeding Operation with approximately 850 cows.

A statement from the agency says those measures have since been corrected.
