Expanding Collaborative Efforts: Wisconsin Enacts Law to Enhance Farmer-Led Conservation for Cleaner Waters


Wisconsin has taken a significant step toward safeguarding its waterways with the signing of Assembly Bill 65 into law. The bipartisan legislation, now known as 2023 Wisconsin Act 5, seeks to amplify the success of the existing producer-led program by expanding eligibility for these groups.

Producer-led watershed groups offer farmers a voluntary platform to collaborate, exchange knowledge, and implement innovative practices that prioritize water conservation without compromising profitability. The positive impact of these groups is already evident across the state, as witnessed by Representative Kitchens in his own district.

Notably, Act 5 extends eligibility to farmers in adjacent watersheds, streamlining the process of forming new groups by allowing for the inclusion of neighboring farmers. Additionally, existing groups can welcome new members.

The legislation also facilitates access to competitive state funding through the Department of Natural Resources' Surface Water Grant Programs, which allocate approximately $2.5 million annually. By harnessing these resources, the expansion of the producer-led program will empower more farmers to adopt advanced agricultural techniques that prioritize water protection while maintaining productivity.

Wisconsin is currently home to 34 producer-led groups, comprising 807 farmers covering over 526,000 acres of cropland. Recognizing farmers as exemplary stewards of the land and water, Senator Cowles emphasizes that Act 5 enables the translation of their best intentions into concrete actions. The legislation not only benefits Wisconsin's agricultural community but also aligns with the state's commitment to sustainable farming and environmental conservation.

The cooperation between co-authors, stakeholders, and legislators has been instrumental in advancing this common-sense proposal, and the Governor's support through signing the bill demonstrates a commitment to fostering a collaborative approach to protecting the state's water resources.

With Act 5 now in effect, Wisconsin stands poised to witness further progress in promoting farmer-led conservation efforts, empowering more farmers to adopt sustainable farming practices, and ensuring the long-term health and cleanliness of the state's waters.
