Help for H5N1-Hit dairies - USDA offers relief

Starting July 1, the U.S. Department of Agriculture (USDA) will begin accepting applications through its Emergency Assistance for Livestock, Honeybees, and Farm-raised Fish Program (ELAP).

This initiative is designed to provide crucial financial support to dairy producers impacted by the Highly Pathogenic Avian Influenza (H5N1).

The expansion of ELAP, decided through the rule-making process, aims to cover financial losses stemming from reduced milk production due to H5N1.

Dairy herds that have a confirmed positive H5N1 test from the USDA's National Veterinary Services Laboratories are eligible to apply for this assistance.

Agriculture Secretary Tom Vilsack has emphasized USDA’s commitment to collaborating with various stakeholders to manage the impact of H5N1 on the agricultural sector.

The program not only focuses on immediate financial relief but also aims at sustaining the long-term production capabilities of the affected dairy farms.

Eligible dairy producers must demonstrate the impact through documented milk production losses and a confirmed H5N1 test. The compensation framework calculates payments based on a defined period of diminished milk production, ensuring fair assistance corresponding to the severity of the loss.

For detailed application guidelines and eligibility criteria, producers are encouraged to contact their local USDA Service Center.

This proactive measure by the USDA highlights its dedication to supporting the agriculture sector in times of crisis, reinforcing its role in securing the economic stability of rural America.
