Senator Tammy Baldwin Proposes Bipartisan Legislation to Enhance Rural Mental Health Support for Farmers


Wisconsin Senator Tammy Baldwin is leading bipartisan efforts to address the pressing issue of mental health in rural communities, particularly among farmers and ranchers. The proposed Farmers First Act of 2023 seeks to reauthorize funding for the Farm and Ranch Stress Assistance Network (FRSAN), increasing the allocation from $10 million to $15 million over the next five years. The additional funding would be allocated to organizations nationwide to expand access to vital mental health resources and support networks.

Recognizing the unique challenges faced by the farming community, Karen Endres, a farmer herself and part of the Wisconsin Department of Agriculture, emphasizes the importance of extending help and resources to those in need. Farmers often encounter limited access to mental health services, making it crucial to bring awareness, education, and tools directly to their doorstep.

Studies conducted by the National Rural Health Association have revealed alarmingly high suicide rates among farmers, which are three and a half times higher than the general population. The association's research also highlights that 61% of farmers and ranchers reported experiencing stress and mental health challenges in 2021.

The increased funding proposed by the bill would benefit Wisconsin organizations like the Farmer Wellness Program, spearheaded by Endres. This program offers various resources, including the Wisconsin Farmer Wellness Helpline, counseling vouchers, and tele-counseling services. Given the remote locations of many farmers, tele-counseling has proven to be an invaluable tool in ensuring they receive the support they need.

Endres emphasizes the importance of normalizing conversations about mental health and combating the stigma associated with seeking help. The goal is to encourage individuals to recognize that addressing mental health concerns does not equate to having a mental illness.
