The Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) issued a notice regarding the termination of the Agrichemical Cleanup Program (ACCP) fee holiday, effective June 1st, 2024. This policy change reinstates the ACCP fee for all newly registered pesticides and fertilizers purchased on or after the date.
The ACCP fee directly supports the program's efforts in mitigating the environmental and financial impact of accidental agrichemical spills. The fee structure operates on a variable basis, subject to annual reviews of the program's fund balance conducted by DATCP on May 1st of each year. When the fund surpasses $1.5 million, the fee is waived. However, a partial fee is reinstated if the balance falls below this threshold.
On May 1st, 2024, the fund balance dipped below $1.5 million, prompting the implementation of a partial ACCP fee. This fee equates to half of the standard ACCP surcharge and will be levied on all new pesticide registrations and fertilizer purchases starting June 1st.
Fertilizer and pesticide businesses will be responsible for remitting the fee during their routine license or product registration renewals.
